Google Science Fair 2013 kicks off, uses Hangouts to help inventive teens (video)

The Google Science Fair began in 2011 as a way to spur a love of science among teens and, just possibly, spark a few breakthroughs for science as a whole. It's back for a third year, and there's big improvements to both the competition's technology and rewards. The 2013 Fair will have Google+ Hangouts on Air for help and motivation, as well as to introduce us to the 15 finalists during the vote for a public-chosen award in August. The early talks will include Segway pioneer Dean Kamen and sea explorer Fabien Cousteau, among others. Finalists once again get prizes from Google itself, Lego, National Geographic and Scientific American, but there's extra bonuses this year for the grand prize winner: along with the $50,000 scholarship, Galapagos Islands trip and other individual gifts, the winner's school will get both $10,000 and a Hangout session with CERN. Young inventors have until the end of April 30th to submit their projects, and we'll learn about the very cream of the crop on September 23rd.

Seahawks'?Hill arrested on assault charges

ISSAQUAH, Wash. (AP) - Seattle Seahawks linebacker Leroy Hill was arrested after police say he assaulted his girlfriend and kept her in his home against her will.

According to a release from the Issaquah Police Department on Wednesday morning, Hill was arrested on investigation of unlawful imprisonment-domestic violence and third-degree assault-domestic violence. According to King County Jail records, Hill was booked into the Seattle correctional facility early Wednesday afternoon.

Both charges are felonies in Washington state. It's at least the fourth time Hill, 30, has been arrested and the second time he's been accused of domestic violence.

Police said they responded to Hill's home around 4 p.m. Tuesday. A 26-year-old said she had been assaulted several times and was kept in Hill's home against her will. The women told police that Hill blocked the doorway and took her cellphone. She was able to escape the home when Hill used the bathroom, police said.

She was treated at a hospital and released. A Seahawks spokesman said the team is aware of the situation.

Hill played last season on a one-year contract with the Seahawks. He played in 13 games, starting 12, and recorded 47 tackles and 1 1/2 sacks. Hill is one of two players still on the Seahawks roster from their lone Super Bowl appearance when they lost to Pittsburgh. He's played all eight NFL seasons with the Seahawks and has started 89 of 97 games in his Seattle career.

Hill is scheduled to become a free agent this offseason.

For much of his career, off-field problems have followed Hill. He was arrested less than a year ago for marijuana possession in Atlanta, but the charge was later dismissed. His first arrest came in 2009 in Georgia for marijuana possession where he was sentenced to 12 months of probation.

Then in April 2010, Hill was arrested by Issaquah police on a fourth-degree assault-domestic violence charge. Hill avoided trial on that charge after agreeing to a stipulated order of continuance that required him to avoid legal troubles for 18 months and complete a one-year, state-certified domestic violence treatment program.

Issaquah prosecutor Lynn Moberly said Wednesday that Hill's previous domestic violence case had closed and the latest arrest has no influence on his previous deal.

Hill was suspended by the NFL for two games during the 2010 season.

The play would have been hilarious if we hadn?t come to expect it from Manchester United?s defense, but after the comical sequence that gifted Southampton Wednesday?s opening goal, all we could do is shrug, grin, and say ?That?s our United.? At this point, we?re all laughed out. The same gags are falling flat. Horrible, inexplicable mistakes like the ones committed today by Michael Carrick and David de Gea have become too common.

Yet within 24 minutes of the Red Devils letting Jay Rodriguez put them one down at home, they were back in front, two clinically executed goals leaving England?s leaders to play out the next 63 minutes for a 2-1 win. Combined with yesterday?s Manchester City draw at last place Queens Park Rangers, Manchester United have a seven-point lead in England and are on pace for ?94 points.

They?re also on pace for 49 goals allowed. It would be the worst defensive record for a Premier League champion, and it?s one of the reasons why all their mastering of the Premiership will mean little next month against Real Madrid. The likely winners of the Premier League ? forever flawed, but forever fabulous ? will go into next month?s Round of 16 tie underdogs to Spain?s third place team.

In the third minute at Old Trafford, United?s defending reached news level of farce. A ball plated in from Saints? left met a poor touch from Carrick, who put the ball past his defense. The United midfielder ran down the ball but under hit his pass back to de Gea, allowing Rodriguez to beat the keeper to the ball. Instead of laying out to try to smother the ball at the Saint?s feet, de Gea hopped in the air, a seemingly panicking response to being left exposed. The Southampton attacker dribbled around de Gea and put the ball into and empty goal from the edge of the six-yard box.

The lead didn?t last long. A beautiful ball chipped over the defense by Shinji Kagawa in the eighth minute allowed Wayne Rooney to finished the give-and-go into the left-side netting. Nineteen minutes later, a Robin van Persie restart saw Patrice Evra head across the six to give Rooney an easy second goal.

The rest of the game played out in typical Manchester United fashion. Were they in control? Who can tell with United? They can allow goals at any time, though today they didn?t. Throughout the rest of the match, they gave as good as they got in terms of chances, even if there was the typical air of cautious inevitability that hovered over the final half-hour.

It looked like United?s going to win. It seemed so improbable that the league?s first place team playing at home would capitulate of a relegation-embattled side. But who dared walk away from their screen? Did anybody honestly believe United couldn?t be freakishly breeched at any moment?

There?s only one thing you can trust with Manchester United. Where the minute-to-minute of their existence defies predictability, the aggregate always ends near the top of the league. Most years, they take the medals. Some games are dull, others dominant, others inexplicable, but it?s a rare year when you collected all 38 results and United?s anywhere but the top two.

Still flawed, still fabulous, United notched another unpredictable win on Wednesday, but predictably, they increased their lead in England.

Well i was searching for some avatar the last airbender threads and stuff and i found this, knowing i'd have to give it a try being a huge fan of avatar the last airbender, well so far read bunch of rules and stuff from lots of RPGs and wikia earlier i'm kinda getting tired, but using my last little energy into making two characters for this roleplay, Aerion And Amer, they have real interesting stories but really, I'll Need to Revise and edit it, also i kinda need to know more about this 80 year after korra thing, time to read read read some more, well, i would do whatever to get in the action and get this little thing bigger i could really get my freinds to play if you would like, they are always interested in my stuff, So if i where to know if you want a big community, even know cool things can come from that like real world living like, but also some bad stuff can come from that, it'll be great to have such a big community to wheir theres a cabbage man and stuff. oh and im aalways spelling write and grammar i dont have any bad habbits besides the occasional "...", in text messages i would always be the on writing everything right and right huge paragraphs. plz pm me and infolize me, ahaha... and if theirs anything i could do, i'll do it.

Would-be carjackers foiled by mysteries of the stick shift

Better than a car alarm? A car's stick shift was reportedly too much for a pair of would-be car thieves (Wikic??An attempted stick up was confounded by a car?s stick shift, when a would-be carjackers failed to understand the mechanics behind a manual transmission.

Randolph Bean tells WOFL FOX 35 that two men attempted to steal his 2002 yellow Corvette at gunpoint outside an Orlando hospital, but ended up running away after they couldn?t figure out how to drive his car.

"They apparently couldn't start it,? Bean 51, is quoted as saying in a police report. ?I had to tell him four different times to push in the clutch, because it's a standard transmission."

After several failed attempts, the thieves eventually fled the scene.

?My first thought was I guess we don't have driver's ed. in school anymore because no one knows how to drive a stick. And my second thing was, don't shoot me because you can't start the car,? Bean said. ?I'm trying to help you out here. You know. Thankfully they didn't."

However, the foiled carjackers did not leave entirely empty-handed. "They got away with my phone, they got my keys, they got my wallet," Randolph told the Fox affiliate.

Still, Randolph was pretty forgiving when asked what message he had for the ?handsome young men, who did not look like car thieves.?

?Guys turn your life around. You guys have got a lot going for you,? he said. ?Thank you for not taking my life for something silly as a car.?

Coke's new obesity ad raises eyebrows in scientific community ...

As a growing epidemic, obesity has attracted the attention of scientists, researchers, government officials and Coca-Cola.

Yes, Coca-Cola. The company?s new ad campaign, ?Coming Together,? released on Jan. 14, addresses the problem of obesity, creating widespread dissent in the scientific community.

?Coke, like other companies, is in the crosshairs,? said Jeff Cronin, director of communications at the Center for Science in the Public Interest.

?Sugary drinks are alike in that they have no nutritional value, but promote things like heart disease, diabetes, and obesity,? he said.

"Coming Together? directly confronts questions of Coca-Cola?s role in the obesity epidemic and cites ways the company has improved the health content of its beverages.

?Across our portfolio of more than 650 beverages, we now offer over 180 low- and no-calorie choices,? the ad says, ?Over the last 15 years, this helped reduce the average calories per serving across our industry?s products in the U.S. by 22 percent.?

The ad also cites smaller, portion-controlled, sizes and calorie-content labels on its products as ways the company has responded to obesity.

?No matter how much water, juice or seltzer is in their portfolio,? Cronin said, ?the core of their business is selling full-calorie Coke.?

However, even low-calorie sodas could contribute to weight gain and illness, said Brenda Murray, bariatric dietician at the University of Illinois at Chicago.

?Soda acts the same way as if you ate a lot of white bread or rice,? she said. ?It?s processed right into fat in the body, and all you?re getting is empty calories, no nutrition.?

Murray emphasized the importance of quality over quantity when consuming food and beverages. A healthy diet could include bigger portions of a higher quality food, rather than smaller portions of a lower quality food or beverage.

?They?re saying a calorie is just a calorie. But it?s not the amount of calories you take in, it?s the kind of calories, too,? Murray said.

In response to the statements made in Coca-Cola?s ad, the Center for Science in the Public Interest released a video, ?Coming Together: Translated.? The video includes excerpts from Coca-Cola?s original ad, with ?translations? exposing the ad?s underlying messages.

?We thought the ad was laughable on its face,? Cronin said. ?What we wanted to do was to translate what Coke was saying into plain English.?

The ?translations? are written as if spoken by Coca-Cola executives, and respond directly to statements in the original ad. For example, the original ad tells consumers, ?If you eat and drink more calories than you burn off, you?ll gain weight,? which the Center for Science in the Public Interest translates into, ?If you gain weight, remember it?s your fault and not ours.?

Cronin compared Coca-Cola?s influence on the American public to that of the tobacco industry in the past two decades. He specifically cited statements made by Coca-Cola President Katie Bayne in 2012 that claim no evidence connects sugary drinks to obesity.

?Katie Bayne?s comments are like a tobacco executive swearing under oath that nicotine is not addictive,? Cronin said. ?It?s like Coke is in denial.?

Professor Tim Calkins at Northwestern University?s Kellogg School of Management also compared Coca-Cola?s behavior to that of tobacco companies, but in a different sense.

?The executives at Coke have to be very concerned about the focus of soda on the risk of obesity,? Calkins said. ?Like the tobacco industry and other industries that have been scrutinized, they could be stigmatized as a bad product.?

Especially in light of stricter regulations on soda imposed by some government officials, soda companies feel obligated to engage in the discussion about obesity, Calkins said.

?Coke doesn?t want to be identified as the main problem,? Calkins said. ?It?s tempting to sit back and be quiet and think that it will all work out, but that?s not the best approach.

Mary Pearlman, another professor at Kellogg, agreed with Calkins that Coca-Cola needs to address the issue rather than ignoring it.

?If you?re going to toot your horn about how you?ve increased the number of options available with fewer calories, you?re opening the door for either questions or comments about the product in general,? Pearlman said.

Coca-Cola did not respond to requests for comment.

Calkins said this is not the last time the soda industry will respond to obesity.

?I think we?re going to see more of this. As obesity comes to the fore, more and more companies will take action,? Calkins said.

More than one-third of U.S. adults are obese, and in 2008 alone, medical costs associated with obesity were estimated at $147 billion, according to the Centers for Disease Control and Prevention.

Debt Relief Package for Myanmar Unusually Generous - Global Issues

WASHINGTON, Jan 28 (IPS) - Nearly 20 of the world's largest creditor countries have announced that they would be cutting nearly half of Myanmar's total foreign debt, worth some six billion dollars.

Those countries, which include the United States, United Kingdom and several members of the European Union, are part of the Paris Club, a group of 19 of the world's largest donors. On Monday, the group stated that its members were aware of Myanmar's "exceptional situation" and had agreed to a 50-percent cancellation of arrears and a seven-year grace period for the remainder.

On the sidelines, Norway and Japan came to separate agreements to cancel additional debts amounting to around four billion dollars. President Thein Sein, who has overseen more than two years of contested political and economic reforms in Myanmar, had reportedly made debt relief a priority for his administration.

The Paris Club move comes just a day after the World Bank and the Asian Development Bank (ADB) came to a separate agreement to restructure close to a billion additional dollars that Myanmar owed the institutions. This deal, made possible by a substantial "bridge loan" from Japan, will give the country economic breathing room as it works to emerge from decades of international isolation and almost nonexistent economic and social development.

The deals follow on an agreement signed last month stipulating that Myanmar would adhere to conditionalities set by the International Monetary Fund (IMF). Together, the accords signed in recent days clear up, at least temporarily, almost three-quarters of Myanmar's total foreign debt.

Estimated by the IMF at around 15 billion dollars, that debt load has been described by some economists and diplomats as one of the most significant impediments to the new government's plans for reforms and development.

Among other things, the new agreements will allow Myanmar leeway to engage in new programmes through the World Bank, which had been constrained in the extent to which it could engage with the country. Last week, the World Bank approved a new credit, worth 440 million dollars, aimed at strengthening the country's macroeconomic climate ? and beginning to pay back the Japanese government's bridge loan.

Future saddling

Myanmar received significant foreign financing during the 1980s, but that was largely halted following a brutal crackdown on civil liberties that began in 1988. By the end of the 1990s, the military government, amidst broad stagnation and increasingly isolated on the international stage, essentially stopped paying its foreign debts.

As the past two years of reforms have taken hold, however, international donors and multinational companies have begun to eagerly flood back into the country; the World Bank Group re-opened Yangon offices in August. Yet the fact that Myanmar will now again be fully integrated into the international framework strikes some overly quick ? and the terms of the new agreements as overly generous.

"These agreements allow large amounts of new lending, before any investigation has been made into how past loans did and did not benefit the people of Burma," Tim Jones, a policy officer with the Jubilee Debt Campaign, an international anti-debt advocacy group, said Monday in a statement.

He also noted that the new World Bank and ADB deals, which simply restructure rather than cancel Myanmar's debts, will now allow the government once again to engage in borrowing from these institutions.

"None of these deals save Burma any money now, but they commit future governments to making payments on debt they inherit," he says. "This support for a military dictatorship could bind the hands of a hoped-for future democratic government."

Indeed, for all of the changes of the past few years, Myanmar's government is still dominated by the military, with President Thein Sein himself a former general. And despite suggestions of significant factionalisation within that force, it is far too early for many in and out of the country to believe that the Myanmarese military is in any way reformed.

"It is incredible that Burma gets billions of dollars of debt relief when its biggest spending is on the military," Anna Roberts, executive director of Burma Campaign UK, said Monday. "Burma's leaders should be on trial in The Hague, not getting special deals on debt relief."

Unnecessary exception

The "specialness" of the new deals is of particular interest. Over the past decade, after all, the international community has made some progress in consolidating a set of principles by which it should deal with foreign debt amassed by developing countries.

"If two developing countries have the same amount of debt, we'd like them to get the same deal," David Roodman, who researches aid and debt relief at the Center for Global Development, a Washington think tank, told IPS.

"But according to the norms that have been developed, Myanmar didn't meet those requirements. So this agreement not only is an exception to those rules but undermines the rules-based approach more generally."

In evolving discussions over the past 10 years, the international community has agreed to define eligibility for debt relief based on the sustainability of debt levels ? the ratio of debt to gross domestic product (GDP), for instance, or the ratio of debt to exports.

Yet Roodman says that while the agreed level for debt to GDP is 30 percent, Myanmar's debt stands at just 18 percent of GDP, almost half of the stipulated requirement. Likewise, the level for debt to exports has been agreed at 100 percent, while Myanmar's stands somewhat lower at 85 percent.

"Further, the IMF has done some scenarios through modelling on the likely course of exports and GDP in coming years in Myanmar," he says, "and they found that the debt load, if anything, is going shrink."

The key to understanding the Paris Club decision, then, might have to do less with development than with foreign policy. From this perspective, while foreign governments may be successfully jockeying for position with Myanmarese officials, they may be losing valuable leverage that could still be required down the road.

Notably, Myanmar still owes around two billion dollars to China, the military's closest ally for decades and a key reason many Western countries may be prioritising relations with Myanmar today. In a new blog post, Roodman notes that opposition leader Aung San Suu Kyi has in the past urged foreign governments to suspend rather than end economic sanctions.

"(T)he threat of easy reinstatement, in her judgment, would spur further reform," he writes. "The analogous step in the debt dance was to refinance defaulted loans rather than cancel them. Just as sanctions can be permanently abolished later, so can debts be."

WASHINGTON (AP) ? The Senate overwhelmingly confirmed President Barack Obama's choice of five-term Sen. John Kerry to be secretary of state, with Republicans and Democrats praising him as the ideal successor to Hillary Rodham Clinton.

The vote Tuesday was 94-3. One senator ? Kerry ? voted present and accepted congratulations from colleagues on the Senate floor. The roll call came just hours after the Senate Foreign Relations Committee unanimously approved the man who has led the panel for the past four years.

Kerry could be sworn in as early as Wednesday. A welcoming ceremony is planned at the State Department on Monday.

Obama tapped Kerry, 69, the son of a diplomat, decorated Vietnam veteran and 2004 Democratic presidential candidate, to succeed Clinton, who is stepping down after four years. The Massachusetts Democrat, who had pined for the job but was passed over in 2009, has served as Obama's unofficial envoy, smoothing fractious ties with Afghanistan and Pakistan.

"Sen. Kerry will need no introduction to the world's political and military leaders and will begin Day One fully conversant not only with the intricacies of U.S. foreign policy, but able to act on a multitude of international stages," said Sen. Bob Menendez, D-N.J., who will succeed Kerry as committee chairman.

Sen. Bob Corker of Tennessee, the panel's top Republican, called Kerry "a realist" who will deal with unrest in Egypt, civil war in Syria, the threat of al-Qaida-linked groups in Africa and Iran's pursuit of nuclear weapons.

Kerry, a forceful proponent of climate change legislation, also will have a say in whether the United States moves ahead on the Keystone XL pipeline from Canada, a divisive issue that has roiled environmentalists.

Voting against Kerry were three Republicans ? Jim Inhofe of Oklahoma and John Cornyn and Ted Cruz of Texas. Absent from the vote were Sens. Patty Murray, D-Wash., and John Hoeven, R-N.D.

"Sen. Kerry has a long history of liberal positions that are not consistent with a majority of Texans," Cornyn said in a statement. The senator is up for re-election next year and could face a tea party challenge.

Kerry's smooth path to the nation's top diplomatic job stands in stark contrast to the harsher treatment for Obama's other national security nominees ? Chuck Hagel to be defense secretary and John Brennan to be CIA director.

Hagel, the former two-term Republican senator from Nebraska, faces strong opposition from some of his onetime GOP colleagues who question his support for reductions in the nuclear arsenal and cuts in defense spending. Lawmakers also have questioned whether he is sufficiently supportive of Israel and strongly opposed to any outreach to Iran.

Democrats have rallied for Hagel, and he has the announced support of at least a dozen members in advance of his confirmation hearing on Thursday. Six Republicans have said they would vote against him, with some opposing Obama's choice even before the president's announcement.

Brennan faces questions from the GOP about White House leaks of classified information and from Democrats about the administration's use of drones.

Sen. Lindsey Graham, R-S.C., threatened to block the nomination of both men until he gets more answers from the Obama administration about the assault on the U.S. diplomatic mission in Libya that killed Ambassador Chris Stevens and three other Americans.

Graham, who earlier this month signaled he would delay Brennan's pick, said in an interview Monday night with Fox News' "On the Record" the he would "absolutely" block Hagel unless Defense Secretary Leon Panetta testifies about the attack in Benghazi, Libya.

Clinton testified for more than five hours last Wednesday before the House and Senate, but that wasn't sufficient for Graham.

"Hillary Clinton got away with murder, in my view," he said. "She said they had a clear-eyed view of the threats. How could you have a clear-eyed of the threats in Benghazi when you didn't know about the ambassador's cable coming back from Libya?"

Senate Armed Services Committee Chairman Carl Levin, D-Mich., told reporters Tuesday that a hearing with Panetta on Libya is planned though the date is uncertain. Graham welcomed that news and said he would not thwart a committee vote on the nomination.

"Happy as a clam. News to me," said Graham, who met with Hagel for 20 minutes on Tuesday.

Pentagon spokesman George Little said Panetta had not responded yet to the request but that the department has been forthcoming with information. He insisted that the Hagel confirmation process move as quickly as possible.

Two former chairmen of the committee ? Democrat Sam Nunn of Georgia and Republican John Warner of Virginia ? plan to introduce Hagel, according to officials close to the confirmation process. They spoke on condition of anonymity because the committee has not formally made an announcement.

As a White House emissary, Kerry has tamped down diplomatic fires for Obama. He also has stepped ahead of the administration on a handful of crises. He joined Sen. John McCain, R-Ariz., as an early proponent of a more aggressive policy toward Libya, pushing for using military forces to impose a "no-fly zone" over Libya as Moammar Gadhafi's forces killed rebels and other citizens. He was one of the early voices calling for Egyptian President Hosni Mubarak to step down as revolution roiled the nation two years ago.

During his tenure, Kerry has pushed for reducing the number of nuclear weapons, shepherding a U.S.-Russia treaty through the Senate in December 2010, and has cast climate change as a national security threat, joining forces with Republicans on legislation that faced too many obstacles to win congressional passage.

He has led delegations to Syria and met a few times with President Bashar Assad, now a pariah in U.S. eyes after months of civil war and bloodshed as the government looks to put down a people's rebellion. Figuring out an end-game for the Middle East country would demand all of Kerry's skills.

The selection of Kerry closes a political circle with Obama. In 2004, it was White House hopeful Kerry who asked a largely unknown Illinois state senator to deliver the keynote address at the Democratic convention in Boston, handing the national stage to Obama. Kerry lost that election to President George W. Bush. Four years later, Obama was the White House hopeful who succeeded where Kerry had failed.

UK seeing 10,000 complaints on mis-sold insurance per week

LONDON (Reuters) - Britain's financial ombudsman service is receiving up to 10,000 new complaints about mis-sold loan insurance each week, pointing to a further rise in the compensation bill for banks.

Banks have already set aside 12 billion pounds to compensate customers wrongly sold policies meant to protect borrowers who lost jobs or became ill, and industry sources have told Reuters they expect the number to double.

The ombudsman service, which steps in when banks and their customers cannot reach an agreement, said it received more complaints between October and December alone than it had in any 12 month period between 2000 and 2010.

The latest data show an acceleration from the 5,000 complaints the service was receiving each week about mis-sold payment protection insurance (PPI) between April and September last year. The ombudsman said earlier in January it was taking on 1,000 new staff to cope with the increase.

If the current rate of complaints continues, the ombudsman said it will have received over 350,000 PPI complaints in the year ending March 2013, over double its original forecast of 165,000. It is currently upholding 62 percent of complaints in the customers favour, compared with 7 out of 10 previously.

PPI is the most complained about financial product ever in Britain, with the ombudsman receiving its 500,000 case last October. The second highest is mortgage endowments, about which 350,000 complaints have reached the ombudsman.

Britain's banks recently asked the FSA to consider setting a deadline for customers to claim compensation for mis-sold loan insurance amid fears about the uncertainty that the rising bill is creating for investors.

The British Bankers Association, a lobby group, approached the FSA about setting a deadline of April 2014 for customers to make claims. The FSA is currently considering the idea.

(AP) ? So far, no one is suggesting checkpoints or fences to keep Washington state's legal pot within its borders.

But Gov. Jay Inslee insists there are ways to prevent the bulk smuggling of the state's newest cash crop into the black market, including digitally tracking weed to ensure that it goes from where it is grown to the stores where it is sold.

With sales set to begin later this year, he hopes to be a good neighbor and keep vanloads of premium, legal bud from cruising into Idaho, Oregon and other states that don't want people getting stoned for fun.

It's not just about generating goodwill with fellow governors. Inslee is trying to persuade U.S. Attorney General Eric Holder not to sue to block Washington from licensing pot growers, processors and sellers. Marijuana remains illegal under federal law.

"I am going to be personally committed to have a well regulated, well disciplined, well tracked, well inventory-controlled, well law-enforcement-coordinated approach," said Inslee, who is due to give Holder more details this week.

Keeping a lid on the weed is just one of the numerous challenges Washington state authorities and their counterparts in Colorado ? where voters also legalized pot use ? will face in the coming months.

The potential of regulatory schemes to keep pot from being diverted isn't clear. Colorado already has intensive rules aimed at keeping its medical marijuana market in line, including the digital tracking of cannabis, bar codes on every plant, surveillance video and manifests of all legal pot shipments.

But law enforcement officials say marijuana from Colorado's dispensaries often makes its way to the black market, and even the head of the Colorado agency charged with tracking the medical pot industry suggests no one should copy its measures.

The agency has been beset by money woes and had to cut many of its investigators. Even if the agency had all the money it wanted, the state's medical pot rules are "a model of regulatory overreach," too cumbersome and expensive to enforce, Laura Harris said in a statement.

Last fall, voters made Washington and Colorado the first states to pass laws legalizing the recreational use of marijuana and setting up systems of state-licensed growers, processors and retail stores where adults over 21 can walk in and buy up to an ounce of heavily taxed cannabis.

Both states are working to develop rules for the emerging pot industry.

The Obama administration could sue to block the legal markets from operating, on the grounds that actively regulating an illegal substance conflicts with federal drug law. The DOJ is reviewing the laws but has given no signals about its plans.

It has never sued states like Colorado that have regulated medical marijuana, even though it could under the same legal principles.

Part of the DOJ's political calculus in deciding whether to sue is likely to be how well the department believes the two states can keep the legal weed within their borders. During a meeting with Inslee last week, Holder asked a lot of questions about diversion, Inslee said.

Alison Holcomb, who led Washington's legal pot campaign, said it's important to respect states that haven't legalized weed by not flooding their black markets. The first step, she said, is for the state to figure out how much pot should be produced, and then grant licenses accordingly.

"Excess supply creates incentive to divert outside the state," she said.

Washington's Liquor Control Board is planning a comprehensive survey to estimate how much marijuana is consumed in the state.

Inslee has boasted about the effectiveness of the State Patrol's highway interdiction program in stopping drug trafficking. Traditional police work, combined with inventory controls, will be key to clamping down on diversion, he said.

Digital tracking of the weights of marijuana shipments between processors and retailers would help make sure there isn't "10- to 20-percent shrinkage that's going to the black market," he said.

But even if the state can prevent bulk pot from being diverted, there's nothing to keep customers from walking into multiple stores, or returning to the same store, to collect more than their 1-ounce limit. Some traffickers could recruit many people to buy weed for them.

Tom Gorman, head of the Rocky Mountain High Intensity Drug-Trafficking Area, said efforts to keep a lid on legal marijuana simply don't work.

Pot from Colorado's medical marijuana system ? often described as the most closely regulated in the world ? routinely makes its way into Kansas, Nebraska, Wyoming and points east, often from dispensaries that have sold out the back door, he said.

A brief law enforcement survey the organization conducted last summer turned up numerous cases in which suspects had made purchases at Colorado dispensaries before being busted in other states.

In the past two years, Colorado's medical pot regulators have levied 54 fines against licensed businesses, but have never revoked or suspended a license.

Matt Cook, the former director of Colorado's Medical Marijuana Enforcement Division, defended the "seed-to-store" regulations in the state.

Cook, who is applying for a job as a consultant to Washington's marijuana regulators, noted that at any time officials could check the digital records, pull the surveillance video or drop in for an inspection ? and the fear of getting busted keeps people in line.

Bob Hoban, whose law firm represents nearly 100 medical marijuana businesses in Colorado, agreed, and noted another incentive for dispensaries to behave.

"It's a cutthroat business," he said. "If somebody sees something unusual, they're going to provide a tip. ... There's just about as good of a safeguard as you can have for diversion in the state of Colorado, and a lot of that is Big Brother watching you."

NEW ORLEANS (AP) ? No Tom Brady. No Aaron Rodgers. No Ben Roethlisberger. Not a Manning in sight.

Super Bowl has a pair of fresh faces at quarterback, bona fide nobodies as far as the NFL title game goes. But one will leave New Orleans as football's newest star.

For Colin Kaepernick and Joe Flacco, this is new territory. And, of course, exactly where they want to be.

Flacco, the only quarterback to win a playoff game in each of his first five NFL seasons, will lead the AFC champion Baltimore Ravens into Sunday's matchup against the NFC-winning San Francisco 49ers and Kaepernick, a backup for most of his two seasons.

It's the first time in more than a decade that the big game doesn't feature one of the big five household names in the glamour position.

You can't get much fresher than quarterbacks who never have gotten this far before.

"At the start of the season, I was just hoping to get on the field some way, somehow," said Kaepernick, the backup for Alex Smith, who took the 49ers to the conference final last season.

He got that chance after Smith sustained a concussion on Nov. 11, and hasn't seen the bench since.

Win this one and he'll have a piece of history, joining a heady quarterback club that includes Hall of Famers Joe Montana and Steve Young, who guided the 49ers to five NFL titles ? a victory every time they played. No. 6 would tie the team with Roethlisberger's Pittsburgh Steelers ? a record for most Super Bowl wins.

A second-round draft pick in 2011 out of Nevada ? not exactly Alabama ? Kaepernick has the shortest pro resume of any Super Bowl quarterback. It's impressive, nonetheless. His legs (181 yards rushing against Green Bay, a record for the position) and his arm (105.9 passer rating in the postseason) are the main reasons San Francisco is in its first NFL title game in 18 years.

"Anybody that is out there on the football field, you want to see them produce and get results," left tackle Joe Staley said. "With Colin, his first couple of starts, you did not know what to expect because we had not seen him out there as a starting quarterback. He did amazing and he has all season, as well as the playoffs. I think it was one of those things where we saw him in practice and we just wanted to see how he was going to handle the situation in the games. He has done that."

Still, he's new to this environment and that hardly seems to faze Kaepernick.

"One thing I've always said about him from the start is he comes off as a guy that has a lot of confidence," said center Jonathan Goodwin, who won a Super Bowl snapping for Drew Brees and the Saints three years ago. "I'm not just saying that. You can feel it by the way he acts and talks."

Flacco has that air of certainty, too, but at least it's built on a more substantial foundation, including an 8-4 mark in the playoffs, with six road wins ? the most for any quarterback, Montana and Young included. That goes for Baltimore's John Unitas, too.

Nobody is comparing Flacco to them just yet, except for the self-belief he brings to the job.

"There are a lot of different ways to lead, and the bottom line is it's about motivating your players to get the best out of them, and having belief that you can go do it in any situation," Flacco said last week.

"You've got to do it your own way. And I think, naturally, as you get more comfortable with people and people understand you more, and you become more confident in them, and they become more confident in you, you become more vocal as time goes on."

And you become a Super Bowl quarterback.

Boy Scouts close to ending ban on gays

NBC's Pete Williams reports on the major policy shift being considered by the Boy Scouts of America.

The Boy Scouts of America, one of the nation?s largest private youth organizations, is actively considering an end to its decades-long policy of banning gay scouts or scout leaders, according to scouting officials and outsiders familiar with internal discussions.

If adopted by the organization?s board of directors, it would represent a profound change on an issue that has been highly controversial -- one that even went to the US Supreme Court. The new policy, now under discussion, would eliminate the ban from the national organization?s rules, leaving local sponsoring organizations free to decide for themselves whether to admit gay scouts.

?The chartered organizations that oversee and deliver scouting would accept membership and select leaders consistent with their organization?s mission, principles or religious beliefs,? according to Deron Smith, a spokesman for the Boy Scouts? national organization.

Individual sponsors and parents ?would be able to choose a local unit which best meets the needs of their families,? Smith said.

The discussion of a potential change in policy is nearing its final stages, according to outside scouting supporters. If approved, the change could be announced as early as next week, after the BSA's national board holds a regularly scheduled meeting.

Only seven months ago, the Boy Scouts affirmed a policy of banning gay members, after a nearly two-year examination of the issue by a committee of volunteers convened by national leaders of the Boy Scouts of America, known as the BSA.

In a statement last July affirming the ban, its national executive board called it ?the best policy for the organization.?

But since then, a scouting official said, local chapters have been urging a reconsideration. "We're a grassroots organization. This is a response to what's happening at the local level," the official said.

Two corporate CEOs on BSA?s national board, Randall Stephenson of AT&T and James Turley of Ernst & Young, have also said they would work to end the ban. Stephenson is next in line to be the BSA?s national chairman. During the 2012 presidential campaign, both Barack Obama and Mitt Romney said the BSA should admit gay scouts and scout leaders.

Jennifer Tyrrell, who was ousted as a den mother for her son's Cub Scout troop because of her sexual orientation, is fighting back. Tyrrell talks to msnbc's Thomas Roberts about her petition to change the Boy Scouts of America's long-standing policy on banning gays and lesbians.

About 50 local United Way groups and several corporations and charities have concluded that the ban violates their non-discrimination requirements and have ceased providing financial aid to the Boy Scouts. An official of The Human Rights Campaign, an advocate for gay rights, said HRC planned to downgrade its non-discrimination ratings for corporations that continue to give the BSA financial support.

?It?s an extremely complex issue,? said one Boy Scouts of America official, who explained that other organizations have threatened to withdraw their financial support if the BSA drops the ban.

While the national scouting organization sets broad policies, more than 290 local councils nationwide govern the day-to-day conduct of the more than 116,000 local organizations. Individual scouting troops are sponsored by religious and civic organizations that represent a diversity of views on the issue of allowing gay scouts and leaders.

?The beliefs of the sponsoring organizations are highly diverse,? the official said.

The policy change now under discussion ?would allow the religious, civic or educational organizations that oversee and deliver Scouting to determine how to address this issue,? said the BSA's Smith.

?The Boy Scouts would not, under any circumstances, dictate a position to units, members or parents. Under this proposed policy, the BSA would not require any chartered organization to act in ways inconsistent with that organization?s mission, principles or religious beliefs,? he said.

In 2000, the U.S. Supreme Court concluded that the Boy Scouts had a First Amendment right of free expression when it came to the organization?s belief that homosexual conduct is inconsistent with values stated in the scout oath, requiring scouts to be ?morally straight.?

The Scouts have won similar legal battles, with courts finding that the BSA?s right of free association permits it, as a private organization, to reject those it believes do not conform to is values.?

Fort Hood shooting suspect seeks to remove death penalty

SAN ANTONIO (Reuters) - Lawyers for a U.S. Army major accused of a deadly 2009 shooting spree at a Texas military post have asked for the death penalty to be disallowed in his court martial, possibly paving the way for a guilty plea in the case.

Fort Hood massacre suspect Major Nidal Hasan is charged with 13 counts of premeditated murder and 32 counts of attempted murder in connection with the rampage at the sprawling Central Texas Army facility.

A three-day pre-trial hearing due to begin on Wednesday will include discussions on a defense request to remove the death penalty in the case, according to a written agenda for the hearing.

A guilty plea is not allowed if the death penalty is a possibility, and one item on the court docket refers to discussion of part of the military justice code involving guilty pleas in capital cases.

Hasan is accused of opening fire on a group of soldiers who were going through processing before being deployed to Afghanistan. He was shot four times by two civilian Fort Hood police officers, leaving him paralyzed from the chest down.

Military commanders, shortly after Hasan was charged, gave prosecutors the right to seek the death penalty if he is convicted, a significant step given that the United States has not executed anyone under the Uniform Code of Military Justice since 1961.

The top U.S. military appellate court ruled last month that the judge who had been presiding over the case, Colonel Gregory Gross, was not impartial and ordered him removed, also setting aside an order that Hasan's beard be forcibly shaved.

Jeffrey Addicott, a law professor at St. Mary's University in San Antonio and a military justice expert, said his reading of the case was that the requested remedy by the defense for the judge's conduct was for the case only to move forward with a maximum penalty of life imprisonment.

"The government has prepared for this case for many years," Addicott said. "There is no incentive for them to accept anything that is less than the death penalty."

Fort Hood spokesman Christopher Haug said that Hasan's court-appointed defense attorney was "prohibited by regulation" from commenting on the agenda item regarding pleas in capital cases.

Hasan's lawyer, Lieutenant Colonel Kris Poppe, is also requesting that he receive the services of a media analyst at taxpayer expense to press a claim that Hasan has been the victim of unfair media coverage.

The delays in Hasan's court martial have frustrated survivors of the shooting. Attorneys for both sides spent much of 2012 arguing over whether Hasan could keep his beard, which he says he grew due to his Islamic faith.

Hasan was repeatedly held in contempt of court by the previous judge over the beard, which violates Army grooming regulations. Judge Gross ordered the beard removed.

But an appeals court ruled that Hasan's grooming standards were the concern of the post commander, not the trial judge, and the new judge in the case, Colonel Tara Osborn, barely mentioned the beard during her first pre-trial hearing last month.

Fast, low-cost device uses the cloud to speed up diagnostic testing for HIV and more

Jan. 24, 2013 ? Samuel K. Sia, associate professor of biomedical engineering at Columbia Engineering, has taken his innovative lab-on-a-chip and developed a way to not only check a patient's HIV status anywhere in the world with just a finger prick, but also synchronize the results automatically and instantaneously with central health-care records -- 10 times faster, the researchers say, than the benchtop ELISA, a broadly used diagnostic technique. The device was field-tested in Rwanda by a collaborative team from the Sia lab and ICAP at Columbia's Mailman School of Public Health.

In the study published online January 18, 2013, in Clinical Chemistry, and in the print April 2013 issue, Sia describes a major advance towards providing people in remote areas of the world with laboratory-quality diagnostic services traditionally available only in centralized health care settings.

"We've built a handheld mobile device that can perform laboratory-quality HIV testing, and do it in just 15 minutes and on finger-pricked whole blood," Sia says. "And, unlike current HIV rapid tests, our device can pick up positive samples normally missed by lateral flow tests, and automatically synchronize the test results with patient health records across the globe using both the cell phone and satellite networks."

Sia collaborated with Claros Diagnostics (a company he co-founded, now called OPKO Diagnostics) to develop a pioneering strategy for an integrated microfluidic-based diagnostic device -- the mChip -- that can perform complex laboratory assays, and do so with such simplicity that these tests can easily be carried out anywhere, including in resource-limited settings, at a very low cost. This new study builds upon his earlier scientific concepts and incorporates a number of new engineering elements that make the test automated to run with data communication over both cell phone and satellite networks.

"There are a set of core functions that such a mobile device has to deliver," he says. "These include fluid pumping, optical detection, and real-time synchronization of diagnostic results with patient records in the cloud. We've been able to engineer all these functions on a handheld mobile device and all powered by a battery."

This new technology, which combines cell phone and satellite communication technologies with fluid miniaturization techniques for performing all essential ELISA functions, could lead to diagnosis and treatment for HIV-infected people who, because they cannot get to centralized health care centers, do not get tested or treated.

"This is an important step forward for us towards making a real impact on patients," says Jessica Justman, MD, senior technical director at ICAP and associate clinical professor of medicine in epidemiology at the Mailman School of Public Health. "And with the real-time data upload, policymakers and epidemiologists can also monitor disease prevalence across geographical regions more quickly and effectively."

Working with ICAP, OPKO, the Rwandan Ministry of Health, and Rwandan collaborators at Muhima Hospital and two health clinics -- Projet San Francisco and Projet Ubuzima, Sia and his team assessed the device's ability to perform HIV testing and then synchronized results in real time with the patients' electronic health records. They successfully tested over 200 serum, plasma, and whole blood samples, all collected in Rwanda.

The mobile device also successfully transmitted all whole-blood test results from a Rwandan clinic to a medical records database stored on the cloud. The device produced results in agreement with a leading ELISA test, including detection of weakly positive samples that were missed by existing rapid tests. The device operated autonomously with minimal user input, produced each result in 15 minutes (compared to 3 hours with the benchtop ELISA), and consumed as little power as a mobile phone.

This latest study builds on previous work from the Sia Lab on building a lab-on-a-chip for personal health diagnosis. For this earlier device, Columbia University was named a Medical Devices runner-up in The Wall Street Journal's prestigious Technology Innovation Awards in 2011.

This research has been funded by a $2-million Saving Lives at Birth transition grant (United States Agency for International Development, the Bill & Melinda Gates Foundation, Government of Norway, Grand Challenges Canada, and the World Bank).

Sia's next step will be to implement an antenatal care panel for diagnosing HIV and sexually transmitted diseases for pregnant women in Rwanda. He is also exploring the use of this technology for improving personal health for consumers in the United States.

"The ability to perform state-of-the-art diagnostics on mobile devices has the potential to revolutionize how patients manage their health," Sia says. "I'm pleased with the progress we have made so far, and we are working hard with our collaborators to bring this technology to clinicians, patients, and consumers."
